Other major pieces of the legislation were approved in the waning weeks of the session, including making the superintendent of public instruction position an appointed position rather than elected, which does not affect current Superintendent Susan Castillo, and creating a single education board, covering grades K through 20. Bentz said he thought the voters should have decided the superintendent issue, and the switch puts too much power in the governor’s office. Bentz’s new 60th District boundaries now extends into the eastern portion Lake County, up to the Lakeview city limits, he said.

Bentz said one of the complaints made by Grant County residents was the resulting split between two state legislative districts, with some people not sure of what district in which they are situated. However, residents within the new district boundaries have a lot commonality on issues and concerns, Bentz noted.

Human Services Budget 10 Percent Less Than Current Services · OPB News

SALEM, Ore. - The Oregon House approved a social services budget Tuesday that includes nearly 10 percent less money than the estimated cost of current services. The $7.9 billion Department of Human Services budget pays for social programs for seniors, the disabled and low income Oregonians.

Democrat Tina Kotek helped draft the spending plan. She warned colleagues that reductions in services will have a real impact.

"We are creating a very fragile system of human services in this state with this budget," Kotek said. "It was a horrendous budget, or horrendous possibilities when we started this session. It's barely tolerable now, and I think we have a very fragile human services system because of it."

Oregon budget writers were able to maintain cash grants for needy families but voted to cut state-sponsored employment training programs by more than half.

The spending plan would also keep in place a reduced reimbursement rate for long-term care facilities like nursing homes. The two year spending plan includes the possibility of even more cuts to those payments next year.

Oregon's human services budget now goes to the state senate.
